Oggi il sindaco di Milano Letizia Moratti ha affermato che e' necessario porre fine alla politica di riduzione del danno e alla distinzione fra droghe leggere e pesanti. Moratti ha anche detto che "le politiche basate sulla riduzione del danno e del contenimento sociale del fenomeno droga attuate fino ad oggi, anche nel nostro Paese, hanno portato risultati disastrosi".
Il sindaco Moratti dice il falso. Prima di tutto, ci chiediamo di quali misure di riduzione del danno il sindaco stia parlando. Contrariamente alla Spagna, al Canada, all'Olanda, alla Svizzera, all'Australia, e cosi' via, l'Italia non ha mai sperimentato la somministrazione controllata di sostanze illecite, ne' le "safe injection room" (o narcosale). Infatti, dopo gli Usa, l'Italia ha una delle leggi piu' severe del mondo occidentale. Se in Arabia Saudita, dove vige la legge islamica e quindi anche la pena di morte, un italiano trovato con 0,8g di marijuana ha ricevuto una condanna a quattro anni di carcere, in Italia avrebbe potuto essere condannato dai 6 ai 20 anni (1). Come nei Paesi dove vige la Sharia, la legge italiana non fa distinzione fra droghe leggere e droghe pesanti, ed il consumatore con addosso 40 euro di cannabis puo' essere punito alla stregua di uno spacciatore trovato in possesso di 2kg di eroina. Quindi, cio' che auspica Moratti in Italia e' gia' realta', a meno che non si voglia introdurre pena di morte e Sharia anche da noi. Ed e' del tutto evidente che, dinnanzi ad una legge cosi' repressiva, il consumo ed il degrado delle nostre citta' continua ad aumentare.
Infine, quando Moratti cita le disastrose politiche di riduzione del danno, di cosa parla? La letteratura scientifica documenta ampiamente l'efficacia di programmi di riduzione del danno, dalle narcosale alla distribuzione controllata di eroina, dalla depenalizzazione del consumo (seguita da trattamenti medici) alla distribuzione di siringhe per i consumatori di droghe da iniezione. Il sindaco citi un solo studio che dimostra l'inefficacia di queste politiche di riduzione del danno. Le riviste medico-scientifiche sono piene di lettere-appello di scienziati che chiedono al legislatore di non ignorare l'efficacia delle politiche di riduzione del danno.
Pertanto, quando il sindaco si chiede "perche' su tutte le politiche riguardanti la salute ci si basa su ricerche scientifiche e sulla droga no?", noi non possiamo che chiederci se oltre alla malafede, non ci sia anche il chiaro intento di prendere in giro i cittadini.

Qui un piccolo assaggio sull'efficacia delle politiche di riduzione del danno. Consigliamo un'attenta lettura di questi articoli scientifici al sindaco e a tutti coloro che recentemente sono divenuti ammiratori del suo ardore ideologico in materia di droghe:
